Yes you are able to lower your bike. Some of the stunt riders I ride with have lowered their girlfriend’s bikes. I know for a fact you can lower that bike at least 1" in the rear and 2" in front, maybe more. As for seat height.... I would suggest a Corbin seat. It is way more comfortable but about the same thickness. Unless you want to sit on a rock hard seat, leave the foam alone. Warning: There is a correct way, and an incorrect way to do this.
