Engine cooled in excess in cold weather ?

I recently bought a second-hand Aprilia Pegaso 659ie 2002 model 7000 km.On my way back home ,260 km., with outside temperature around 8 degrees Celsius the temperature of the cooling liquid was a little below 50 degrees C. at a speed of 100km/hour droping to 40 degrees C. at 120km/hour.Is it the cooling system set for warm weather ?
