Cruise control module

My Road Glide (FLTRI) has all the components for cruise except the module and cable. The 98 Ultra came stock with it, PN 70955-98c the PN for the Road Glide is 70989-98c. My question is, what is the difference between these PNs and are they interchangeable. The reason I´m asking is that I have found a deal on the kit with the 70955-98 PN. Anyone have some insight?
