What makes a HD FLSTC a C for custom or C for classic

On a 1995 HD FLSTC heritage softail classic what option is added to this bike that changes the 95 HD FLSTClassic to a 95 HD FLSTCustom? I am in the prosses of buying a 95 HD FLSTC, The person that i am purchasing it from sayes it is a custom. What makes this bike a FLSTClassic or a FLSTCustom. The title says Year=1995, Make=HD,
Model=FLSTC and Body Style=MC. Email me if you can help to clear this up for me.
