Brake pane

I´m experiencing a brake pane having the front and rear brakes on. The front brake lever is too hard to move, but after several movements the brakes are released, and you can ride again. After 100 meters or so it gets on again. What would be possible causes? Air in the fluid system? thanks for helping. Celso Silva
