Reserve tank capacity

I just bought a 96 Heritage. I do not have the manual. I filled tank and rode until it quit. I put it on reserve. It had onlt 98 miles. I drove straight to the station ( 4 miles) and it held 1.89 Gallons. Can anybody explain this to me please?.
