Hi PE represents November 1970 according to this link http://www.britishspares.com/technical/numbers/triumphnumbers.htm
If you bike has a seperate oil tank on the side its pre 1971. 1971 was the first year that the oil was put inside the frame with the filler between the seat and the gas tank. cheers
