That depends on personal preference. The Norton has a better front (disk) brake and handles better. If properly set up it has less vibration. If you are taller than 6 feet the Triumph will fit better as the ´71´s were a unique height (maybe what your seller calls "Special Edition"). Because the Norton is in greater demand an equivalent condition bike will cost you about 20% more.
I have both a ´72 Norton Combat and a ´73 Triumph bonneville and the Norton is faster. But I really like the Triumph too. Buy the one in best condition.
