These buttons do nothing. Check plugs for spark, if they don´t check kill switch (the one between the idle buttons, it should be up), check ignition key, if both on and no spark check wiring. If it sparks ignition might be offset, buy the workshop manual to find out how to correct.if that´s all fine your petrol might be stale. Kick starting procedure is as follows: tickle both carburettors until petrol starts flooding, kick twice with ignition off to build up oil pressure, then turn on and kick the third time. While kicking the engine should turn over. If it doesn´t I would suspect the primary transmission (is it all there). If you can´t kick there´s either a problem with the quadrant , the gearcase, the primary transmission (unlikely) or the pistons being seized rock solid in the bores.
