Stiff throttle cable

I just picked up a 2000 Legend with 1600 miles on it. I have two concerns. First, the throttle cable feels quite stiff. I am used to single carb bikes (a Royal Enfield Bullet, Harley Davidson Electraglide and Sportster and numerous TR6´s in the 60´s and 70´s) and I can´t figure out if it is the normal throttle pull because of three carbs and three slide springs or if I really have a problem. Also, it seems like I have an abundance of torque and I could handle taller gearing. So, does anyone know if the throttle cable is normally a little stiff and has anyone dropped a few teeth on the rear wheel sprocket (or added a tooth to the countershaft sprocket) and if so, how does it ride with taller gearing?
