I live in Vermont and to register it here all you need is a bill of sale. You don´t need a title for a vehicle over 10 years old but you can get one if you want it. All you have to do for an out of state vehicle is fill out the form and have the police verify the vin number. If there´s anything I can do to help you let me know. My e-mail is sfran@localnet.com
