I also have an Arrow. My local bicyle shop has front mount bike baskets that he installed on the rear of my Arrow. He used inner tubes to guard the paint and thick plastic tie-downs to secure the basket to the frame. He cut away the basket wire over the oil fill cap, and voila - looks good and works great.
