Exup valve problem

I have just brought a 1997 thunderace and have a problem with the exup valve. It appeared to be sticking, but when I removed it, it was free. When I put it back in place, without tightening the bolts it is still free, but as soon as I tighten them, it locks the valve. Any ideas?
