1. Are the bikes similar ?

From the looks of it, they are pretty similar

2. All lights work expect for the blinkers.

For some reason, my XT600´s blinkers don´t work either, and i have yet to figure out why. If i ever do i´ll be sure to let you know.

3. I do not understand the proper function of the Decompression release valve and nor do I know how to properly use it.

The compression release is so that when you´re kick starting the bike, it doesn´t take near as much force. There should be a cable on the top right of the right side of the cylinder that goes down to another assembly next to the kick starter, when you kick the bike over the kick starter will pull the cable, so you dont have to do anything.
