I need to know about carb issues, I think.

I need to know about carb issues, I think.

I´ve taken it apart. Pretty sure it´s the carbs that keep it from running. The air filter smelled very much like gas.
There is a little valve on the bottom, I don´t know what it does.
I paid a shop to fix it but they did a lousy job.
Are jets the little rubber o rings?
