Starter relay

The starter on my ´79 XS650 grinds when I try to start my bike. I have already replaced the gears in the engine that were really worn. The starter relay only shows 9.2 volts to the starter when I hit the start button. Shouldn´t this be 12 volts? Do I need a new starter relay? (The relay is getting 12 volts from the battery.)
