It sounds like it is time to track down a parts bike and get a replacement ignition switch and starter to swap - in the meantime try checking for corrosion or a weak battery - even a new battery may have a hard time pushing current through old corroded cables - take a knife and cut back the insulation slightly where it connects to the starter - look for corrosion - you can seal it back up with RTV or just make new connectors and replace it.
