I have an 81 yama xs 400 I recently fired up it but prior to do so there is one possibility that for long periods without firing up an engine the carburators will simply get dirty in the jets and the floats will simply get stick. Simply unscrew the bottom part of both carbs do not panic here there is only the floats and the needle, spray some wd-40 and slowly unstick them. it is better that if prior to remove the bottom caps you spray wd-40 around the gasket after you unscrew them so you would not tear the gaskets if they are sticked and you reuse them. Use one of those commonly used steel hand wire brush and take one long wire apart with a flat jaw pliers like two or three inches long and stick it in every hole you see in the carbs. be careful with the diaphragms. stick it specially inside the floats are and in the front openings where there are many holes and jets after doing so spray wd-40 or wash them with thinner. Steel wire must go in freely in every hole if it does not do so there is something obstructing it. Try that my carbs work good after doing so. soak the diapraghms with wd-40 so they will be soft also wd-40 the middle cylinders of iddle so they will go up and down freely
