Hi Todd.I have just bought a seca thats been standing outside 4 1 year.The carbs were bad.The fuel had become a gel like substance.I stripped the carbs completely,[its not that hard,just take note of what u r doing,or take photos.Leave the carbs bolted together,strip everything else.Dunk all parts and carbs in Hydrochloric Acid,only for a few seconds!!Rinse immedietly in water.Blow out all channels ,pipes etc with compressor.Soak in Prepsol [engine degreaser] 4 about 30 mins.Rinse properly.Blow out again.You may have to repeat the whole procedure a few times.You will have 2 use a bit of elbow grease on some parts.
