05 250 virago sat for 6 years cleaned carb and won´t start Help!

So my father-in-law has a second bike bit it has been sitting without being touched for six years I cleaned the carburetor and we got new gas and it still won´t start however it fires on starting fluid (ether) it only has 400 miles garage kept if anyone has any idea what it could be I would gratefully appreciate it
