Loose Handlebars

My handlebars are loose and move up and down with a little effort. I just bought the bike yesterday (2000 FLHRCI). How do I get to the handlebar clamp which is underneath the chrome headlight nacelle? Any help would be appreciated as I would like to ride it soon.
