2002 FLHR Fuel problem

My 2002 Road King was shutting down when I went to pass. It would pop thru the carb and have no power. I checked everything I could think of. I thought about it one night and knew when popping out a carb means lean fuel mixture. I started checking the fuel line and noticed the petcock on the tank had a vacuume shutoff on it. So I removed it and installed a petcock without the shutoff and plugged the vacuume hose and now it runs fine. Full RPM when passing now.
