My son´s 2000 PW50 has been running rich since we got it. After cleaning/inspecting the carburetor I have found a couple of issues.

1. The choke was stuck - due to the slide in the carb. being stuck. It is moving fine now but, if I put on the choke when the bike is running it doesn´t stall out.
2. The air screw doesn´t have much of any effect on the idle, etc. (unless it is less than 1 turn out - then it stalls)

It runs but is lacking in power and won´t \
