throttle through carb. sleeve stuck

throttle through carb. sleeve stuck

alright, i tried to replace a broken throttle cable. had everything back together and it wouldnt start so i tore it all back down AND now the sleeve on the top of the carb. is stuck with the cable still through it. any ideas on how to get that sleeve out??? any help would be wonderful. thanks.
