should I buy this bike

I´m looking at a 1982 virogo 920 the guy says it runs but these bikes are supposed to be know for a starter switch that goes out he says it runs but it won´t start the guys willing to take $400 so I´d like to know if there´s a way to bypass to see if the bike does run
