Position of choke lever

Should the choke lever be up or down when starting? Also what is the gap measurement of the spark plug and what should the jets be set at on the carburetor (how many turns). If anyone knows this information, I would greatly appreciate an e-mail. Thanks (howlettb@frontiernet.net)
