got to manualy flip the turn signal to get to blink?

i believe the person before me hooked a 12v battery charger up to this bike and messed something up. i have to flip the turn signal switch back and fourth in order to get the lights to flash. any ideas i could maybe fix myself. was looking for some kinda flasher switch, but not sure where its located??? can anyone help??? thanks
