Engine doens´t incresae rom above 3000..

Hello,
When i open the trothle the engine rev until 3000/3500rpm and then starts losing power and don´t allow to build rpm above that limit. Changed sparks but didin´t work.
The mehanic says must be some issue with de rear cilynder.
