I opted to buy the Kawasaki VN800. I´ve got 2,500 km on, and it seems to be going well.

What you describe sounds like a carbie problem. Float valve: adjustment, or dirt on seat? I don´t know if timing advance would play out like this, and bikes now have sensors adjusting timing, I´m guessing. Sorry, no idea of a quick fix. Maybee get a second opinion from another mechanic.
