The choke lever on the left side of the seat is the only thing that would increase idel speed. The clutch should prohibit the bike from moving at idel. I don´t understand you breaking problem.
If the choke is pulled out a little bit, the idel would be elevated over normal.
Make sure the knob is all the way in. That´s the only thing that would cause fast idels.
