TS125 Throttle Cable

I got a free TS125, manufactured in 1971, that is not yet running. I noticed the throttle cable forks into two with one piece going to the top of the carburetor and the other going into the case on the left hand side. Just wondering what the piece does that goes into the case? Could that perhaps control the lubrication from the oil tank?
