yes it can be easily restricted to 33bhp for DA with the restrictor washers.

the SV650S is group 10
the SV650 standard (no fairing) is group 9

you might want to consider the Kawasaki GPZ500S instead. It´s only insurance group 8, comes with a better fairing, larger fuel tank and is almost as fast (GPZ does 130mph flat out SV does 140mph flat out)
