hey ryan
i have a 2001 rm 125 and i had the same problem with my carb leaking
its not a fuel tank leak its a carb leak from the over flow on that
i replaced the gaskets on the float bowl and it fixed it
and for your clutch if you pull it in and put it gear and stall then its ether your clutch is out of adjustment or your clutch basket is grooved and it wont let your clutch engage a new on is about $500 or you can take it apart and file it back down if its not really bad that´s what i did.
