why wont my bike idle down???

I HAVE A 1991 GSXR 750 AND FOR SOME REASON WHEN I START MY BIKE UP IT WILL IDLE NORMAL BUT WHE I RIDE IT OR GIVE IT GAS IT WONT IDLE DOWN IT STAYS BETWEEN 2500 AND 3000 RPMS...WHAT ARE SOME OF THE REASONS OF THIS HAPPENING??? I FIGURE THE CARBS NEED TO BE SYNCED??? OR MAYBE A AIR LEAK???
