10 yr old brand new bike

have 2000 bandit 1200 s. has been in garage and no gas treatment for three yrs. cleaned carbs, tank. its only firing on 2 cyl. and seems to run out of fuel. only six miles on bike. when i shake bike left to right r.p.m. goes up to 6 grand and falls, like choke works then dont.
