Hi Tim,
I have just got my Katana running after it sat for at least ten years. I stripped the engine and rebuilt the carbs in the process.
I could barely get it to run, until I pulled the carbs apart and looked in the float bowls for the tenth time. There is a tube that sticks out of the carb body and inserts in a vertical passage in the float bowl. At the bottom of the passage is a tiny jet. Each jet was plugged in all my carbs. I cleared them and the bike runs fine now. The tube and jet are the main part of the idle circuit and affect fuel feed from idle to 1/4 throttle. I would suggest you carefully disassemble the float bowls and clean the jets and tubes with a small straight pin. Be careful not to over do it and enlarge the openings. Sounds like only one of your carbs is affected, but I would clean all four and install carb kits if you can afford it.
