Almost certainly the tank was very rusty and before thre prtrol leaked out a lot of rust went into the carb.Take of the petrol tap anf claen and take off the carb float bowl and clean.Try starting it.If no go then take of carb and carefully air blow all the jets.A hard chromed needle is ok but not wire.Take are not to enlarge or gouge the jets when clenning.Fit new plug and aircleaner element.Go-youre in business.
