Sounds like you may have some binding of the cables somewhere. If the repossitioning helps, go for it. However, there is a hole in your handlebar that should locate the correct possitoning for the throttle assembly (the assembly should have a protrusion that goes in the hole). If located correctly check for any binding and if you still have a problem, I think I would go talk to a dealer you trust and see if they can give you any clues.
