Saddle Bag Removal

Took my saddle bags off today to do some deep cleaning. I think they were assembled wrong because I had to take off the entire saddle bag and this in turn made my rear fender sag because it was not entirely attached to the frame...any one else have this problem. I think the dealer who put it together put the bolts in backwards (facing in) instead of facing out which would make it so you just had to remove the 2 nuts from each saddle bag take them off and replace the nut. Can anyone tell me weather the bolts should be facing out or in?
