The 99 and 98 models are exact. 1HP does not net 22km/h in top speed (at least not on planet earth ,maybe one the moon with no atmosphere). You can also see it from the designation G1 (98) and G2(99) notifying 98 as the starting year of production. All manuals and part list are also identical. One of the specs ae not up to date (I suspect the 98 one).
