Why the ZXR 600 1998 has more Power than 1999 model?

In the tech spec, i note that 1998 ZX600R has 1 horse of power more than 1999 model,the result, more final speed. 265 KMH 1998 model VS. 243KMH 1999 model, aprox

anyone can tell me if this is true? and why that?
