Spark Plug Fouling 1975 Z1B

Has anybody out there experienced chronic spark plug fouling? I have had my bike tuned, jetted, use top fuel and still I get about 50 miles and plugs are fouled. I´m thinking it´s time to bore the cylinders and get a ring job. Any body else experience this?
