Mean Streak Running Lights?

A friend of mine has a 2002 Mean Streak. He wants to know if his amber lights, front and rear, are supposed to be ON all of the time. His front amber lights are always ON and they work fine when he hits his turn signal. However, his rear amber lights are OFF all of the time except when he hits his turn signal. Is this normal?
