electric starter spins and kickstart is difficult when cold

I recently became the owner of an ´82 kz750m and I´m having a couple issues.

First off, the electric start just spins. Starter Clutch?

Secondly, the kickstart doesn´t work very well before the bike is warmed up. There seems to be enough compression(do a normal compression test to check?). Also, the kickstart does not return to its upright postion. It just stays down once kicked.

Any input would be greatly appreciated!
