I scratched my head the first time I tried to set up the rear suspension on my 05 KLR as I had no manual, I was used to the sliding collar type set up. The bolt on mine turns clockwise in 5 small increments, then you will fall off the last step and go back to the first setting (softest)and start over again. You will feel the steps through the ratchet. That bolt doesn´t move side to side but it should turn. Like you said yours my have siezed and require a little WD 40 or such to free it up.
Visibly it didn´t seem to compress the spring much but I do notice the difference in ride.
Hope that helps.
