Fuel Flow

The Fuel will not flow on the (ON) position or the (RES) position. The (PRIM) position flows freely. The previouse owner changed the flow valve causing this problem I believe. I checked the valve to ensure it was free of any trash. My question is, is this the correct valve? If it is the correct valve, can it be adjusted to correct the problem.
