Gpz750 idle problem

I have an1984 Gpz750 A-2. I´ve tried everything to make this bike idle properly The motor is completely rebuilt. Has airbox not pods. All carb boots replaced and checked with carb cleaner for air leaks. I´ve eliminated all the pollution stuff. I´ve capped off all vacuum ports on all 4 carbs. I´ve gone with an aftermarket petcock that doesn´t use the vacuum hose. I´ve capped off the opening on the front of the airbox where the pollution control went. I´ve capped off both reed valve covers. I´m 99% confident I have no air leaks.
This is what it does if I set the idle screw to allow the bike to Idle:
Instead of coming back down to idle once the throttle is released the engine starts to race. It will not come back down to idle.
If I adjust the idle screw where the bike has no idle it does not do this. However, it becomes a pain because i have to keep my hand on the throttle at lights and stops.
Does anyone have a clue what the problem can be?
There is a spring in the carb. If the spring is weak can this be the issue?
I´m trying to figure out why the diaphragm activated slide won´t come down. What are all the factors/components that help the slide come back down once the throttle is released? I´ve pretty much eliminated it being a vacuum problem, so it has to be something mechanical.
Thanks
