Random Power Failure on Restricted Bike

Hi, I have my second GPZ500s of 1994. First bike I bought, no problems, great bike, had it in the UK. Moved to Germany and being slightly concerned about cost of bringing the bike with me (registering, emissions laws and getting it here) sold the old one and bought another second hand one that happened to be restricted (just washers in the carb I presume?)

Problem is that it completely loses power within shortish distances without warning? Normally happens at higher speed but has happened at very low speed as well. Eg, was doing about 80mph, throttle open, cruising along and suddenly revs die, and start losing speed. Opening throttle, closing throttle, banging down the gears, nothing really helps except reaching over, turning the ignition off and then on again after a couple of seconds (not a fun manouver at 80mph and slowing down with things coming up behind you)

It´s getting harder to start as well, battery doesn´t seem to be charging too well. Could be linked or maybe red-herring. Also this bike´s been restricted - could that be anything to do with problem?

Any ideas really appreciated.......
