If you start a website, post the adress!
Well, in Germany you have many highways (Autobahn) where you can drive as fast as you want. But every vehicle must be registered. And every two years you have to have your vehicled checked, if everything is in order and you haven´t changed anything, like engine or chassis. If you want to change something, you must have it checked an allowed by an institution. That really suckz. After you have your licence, you aren´t allowed to drive bikes with more than 34HP for two years. It´s not bikers heaven over here. But being allowed to drive 300km/h (=) 187mph) make´s it bearable! :)
Well your plans... I don´t understand that much of it (partly because it´s not my mother tongue, partly (the bigger one) because I don´t know that much of engines (pretty new to it, have my licence just for 2 years) but it sounds good ;)
