i need all the information as possible on a 2003 eton viper 50cc

need information concerning 2003 e ton viper exl 50cc thats supposibly been bored out to a 75cc.this thing set for a year,what i need to ask is will i have to clean the carb, and what else would i end up having to do to it.the guy i bought it from said that it started blowing the fuse and they just parked it not knowing where the short was.
